About Paramedic Legal DefenseSM

The Challenge
The suspension or revocation of your California paramedic license also invariably means your career in emergency medical services (EMS), the fire service, or law enforcement is in jeopardy.

Paramedics in California are among the most heavily scrutinized professionals in EMS and the fire service. The work of paramedics is almost universally reviewed or criticized by doctors, nurses, other paramedics, emergency medical technicians, patients, family members, bystanders, quality improvement managers and committees, supervisors, insurance companies, lawyers, law enforcement agencies, employers, local emergency medical services agencies, and the California Emergency Medical Services Authority.

A paramedic’s off duty conduct may also jeopardize his or her paramedic license, even if the conduct is not directly related to the provision of emergency medical care.

Legal fees to hire an attorney to advise and represent a paramedic threatened with license suspension or revocation are expensive, usually amounting to tens of thousands of dollars. Worse, finding a competent attorney quickly with the right combination of EMS and legal knowledge and experience needed to effectively defend the accused paramedic can be enormously difficult, if not impossible.

The Solution
Paramedic Legal Defense is not insurance, is not a labor union, and is not a social organization or club. Paramedic Legal Defense is a pre-paid legal subscription plan available exclusively to California licensed paramedics.

As fully explained in the subscription agreement, Paramedic Legal Defense provides legal advice, consultation, advocacy and representation by a knowledgeable and experienced EMS lawyer when the California Emergency Medical Services Authority (EMSA) investigates you or attempts to take any adverse action against your paramedic license. Paramedic Legal Defense also provides legal advice and attorney assistance if you are sued, arrested, or charged with a crime arising from your paramedic duties or affecting your paramedic license. (See subscription agreement for complete details and limitations.) As a paramedic legal defense subscriber, you also receive discounted rates on legal services not otherwise covered by your subscription.

Meet California Attorney Joe Rose

Paramedic Legal Defense was created by California attorney Joe Rose in 2008 as a service offered statewide by his labor and employment law firm, Rose Law Firm, P.C.

In 1989, Mr. Rose attended the paramedic program at Daniel Freeman Hospital in Inglewood, California, under the instruction of one of the early pioneers of California EMS, Dr. Hugh Dame. Mr. Rose became a paramedic in 1990 before the statewide licensure system for paramedics existed in California. He was initially “certified” in Los Angeles and Ventura counties, and later in El Dorado and Sacramento counties. He became licensed by the EMSA when it first began licensing paramedics on a statewide basis.

During Mr. Rose’s EMS career he worked in the private sector as well as in the fire service, concluding his career with the Sacramento Metropolitan Fire District in 2001. During his EMS career, Mr. Rose was a paramedic preceptor, advanced cardiac life support (ACLS) instructor, basic cardiac life support (BCLS) instructor, and developed a pediatric reference known as the Pedi-Wheel® in 1994 that is still published and used by healthcare providers today.

Mr. Rose has served for many years on the boards of directors for two Northern California fire/EMS agencies, and is an adjunct professor of labor and employment law at Lincoln Law School of Sacramento.

Because of his unique experience, Mr. Rose is frequently sought and highly recommended for legal representation by paramedics, emergency medical technicians (EMTs), labor organizations, and other licensed professionals throughout California.
